When Google is certain that your website is THE website the user is searching for, it will also display key links from the main sections in your website to help the user find what they want more quickly. We can use one of HigherSites' clients as an example here:

Searching for "clerksroom" brings back clerksroom.com at the top of the list, with key section links too. Searching for "barristers arbitrators mediators" also brings clerksroom.com back at the top of the list, but without the key links. This is because in the first case, the query is the brand name and Google guesses (correctly) that clerksroom.com is the main result for this query, so it offers the extra links. Whereas, the second query is more generic and Google cannot therefore be sure that clerksroom.com is the exact site you are searching for. It presents them top because their content matches the query, but it does not make the assumption that this is the website you were looking for and therefore it does not display the key links.

		<description>Interesting question Randy, and one that has a simple answer. Google just does it. If you lay out your website into clear sections, Google is clever enough to break it up for you. A site map submitted to webmaster tools is always a good idea too.</description>
